What the law requires

  • Mandatory for all B2B invoices in Belgium.
  • Format: UBL/XML in accordance with the European standard EN 16931.
  • Transmission: via the Peppol network.
  • No longer valid: a PDF by email no longer counts as an official invoice.
  • Exception: B2C transactions fall outside the obligation for now.

Why the government is introducing this

The Belgian government wants to reduce administrative burdens and manual processing, speed up payments through automated systems, and curb fraud and VAT gaps through standardisation.
